Reconstruction Work after Earthquake

Earthquake in Nepal

Baisakh 12 2072 (corresponding to 25 April 2015) hit 7.8 magnitude and 7.3 magnitude on Baishak 29 2072 (26 April and 12 May 2015) Earthquake hit central parts of Nepal. Around nine thousand of peoples died on digester and 23 thousand people injured seriously. Millions of people becomes homeless by approximately six hundred thousand of houses damages. Many government and public office buildings, historical, cultural and archeological heritages have been destroyed; physical infrastructures including public and private school buildings, bridges, roads, etc. thousands of aftershocks hit but these did not damage big property. The big affected district were Gorkha, Kavrepalanchok, Dhading, Nuwakot, Rasuwa, Sindupalchok, Dolakha, Ramechhap, Okhaldunga, Makwanpur, Sindhuli, Kathmandu, Bhaktapur and Lalitpur.

Government Announcement

The government of Nepal had announced that they would be finished the reconstruction work within 3 year. And they had established National Reconstruction Authority (NRA) on 2015 and announced to provide Rs. 2,00,000/- to each affected family to rebuild houses of their own. Later on another government announce to provide additional Rs. 1,00,000/- and to finished the reconstruction within estimated time. And those money will provided in three instalment first instalment after foundation, second instalment after completing wall and third instalment after roofing. But 3 years finished on 25 April 2018, during these days even 35 percentage of work also not done. People cannot make their houses due to low budgets by 3 hundred thousand people even cannot purchase cements and where is the money for rod, bricks furniture for doors and windows etc. Another problems for the people who wants to make their home also which is the government work policy and process for example Nepal government still implementing the paper record process through which if we have to give some notice to someone office will publish notice on national newspaper for 35 days and starts working after 35 days which makes delay on work other thing is if government office need to send any message to other department or other branches they are sending message through paper message by people which is taking long time like 1 weak even 1 month too.

Reconstruction work done by Government

In the case of government and public office buildings, historical, cultural and archeological heritages physical infrastructures including public and private school buildings, bridges, roads, etc. Government even doesn’t started 25% percentage too. In the case of private houses 8% people finished to built their houses and 33% had started and claimed for second installment and remaining 59% still do not started yet to make their houses. In the name of territorial blockage by India seller and suppliers if construction increased the rate in each an everything in the country, but government is unable to control of increases prices of materials. By all this situation people are still necessarily have to live inside tent or cottage even in rain or in winter cold. These people neither could their house nor government in making any optional spaces for them. Some people from Gorkha, Sindupalchok and Dolakha could not make their house on their land. For those people also government still doesn’t provides safe places to make their houses. Every year National Reconstruction Authority (NRA) and Government is increasing timeframe for reconstruction, Now they planned to finish reconstruction work during the year 2020.

Loan Facilities Announced by Central Bank of Nepal

At the time of Earthquake central bank of Nepal announced to provide lone of 2 percentage interest for the people inside Kathmandu Valley of Rs. 25,00,000/- and out of Kathmandu valley of Rs. 15,00,000/-. But only few people who have political or relationship power to the staff member of government are getting the facilities of that loan and common people are not getting those facilities who doesn’t have political or relationship power. During 3 years three CEO of the National Reconstruction Authority (NRA) changed but nothing changes on the lifestyle of the affected people.

After 3 years of Earthquake 

Government announced that the earthquake victims must have to starts to make people's personal family living houses within the running fiscal year but people are still in confusion for making their houses because of the low budgets. People who could afford the material for making house already made and some of them have started. Poor people are still in confusion that would they make houses. Government announced another thing that they could get loan of 3,00,000/- without property guarantee, by that people are being little bit positive for making their houses. Some victims who were missing their name while preparing the victim's name list had filed their name on missed list even unable to get first installment too. These people are also still on confusion to make their houses.

The Reality of the Victims

Shyalmo Tamang, 62 years old woman, stands on top of the recently-finished foundation to her four-room home. She says she applied for the second installment of government funds, and is expecting a government inspector soon. But her family also took out a loan for around Rs 2,00,000/- and they expect to borrow an additional Rs 2,00,000/- before the home is complete.The financial burden had gone on her head.

“Our only son is just 19. It’s not time for him to go abroad yet. And so where will the money come from?” she is saying, she couldn't sleep well at night, thinking. how she will pay her loan? How she will finish her house.
